1) From the home screen, swipe down to access the notifications screen
2) Hit Swipe down again to access settings
3) Hit the settings icon
4) Select Network and Internet
5) Choose SIMs
6) Tap Automatically select network
7) Select your network type.

In fact, there are various methods to tell if 3G function is available on Cat S31 or not. But these two common ways are working on both iOS and Android operating systems:

On the top of your Cat S31 screen you should be able to see if it says 3G.
Way-2
Follow these steps to identify if your Cat S31 is 3G:
1) Dial *#06# on your phone to know Cat S31 IMEI number.
2) Browse www.imei.info, enter your IMEI number and select Check.
3) You’ll see a report. Look at the LTE section – it will display all the frequencies that are supported by your phone. 3G service runs on the 2100MHz frequency, so if you find the number 2100, then your Cat S31 is 3G compatible.
